Isis and other jihadist groups are seeking to launch destructive cyber-attacks on Britain and the West, possibly with “insider” help, a spy chief has warned.

Conrad Prince, the former deputy head and operations chief of GCHQ, has revealed that terrorist groups have already engaged in low-grade “cyber-vandalism” and are turning to the criminal underworld to acquire the capability to strike at critical infrastructure.

In a report to be published this week, Prince cites the case of Rajib Karim, a former British Airways software engineer who was jailed for 30 years in 2011 for trying to bring down passenger jets and crash the airline’s IT systems at the behest of al-Qaeda leaders. “A well-placed insider can go a long way to simplifying the work involved in delivering a destructive cyber-attack,” he writes.

In the report by Pool Re, the government-backed insurance company, Prince warns: “The tools needed for cyber-attacks are being increasingly commoditised — available for purchase or hire on the ‘dark web’ from criminals happy to provide their services . . . Terrorists are as capable as anyone of purchasing these capabilities. The cyber-conflict with Daesh [Isis] has a long way to run.”

Isis’s ability to carry out more damaging cyber-attacks will increase. “We need to be prepared,” Prince adds.
